Participants were introduced to the 5Rs of Care Framework, which provides a comprehensive approach to addressing care work:

• Recognize – Making both unpaid and paid care work visible in data, policy, planning, and public discourse.
• Reduce – Lessening the burden of unpaid care through improved services, infrastructure, and technology.
• Redistribute – Promoting a more equitable sharing of care responsibilities across households, the state, markets, and communities, including greater involvement of men.
• Reward – Ensuring decent work conditions, fair pay, and social protection for paid care workers.
• Represent – Guaranteeing the voice, participation, and inclusion of caregivers and care workers in decision-making and social dialogue.

On the second day, discussions focused on the importance of legal frameworks in advancing the care agenda. It was emphasized that what remains invisible in policy often becomes a barrier in practice, highlighting the need to institutionalize care within legal and policy systems to drive meaningful change.
